We have purchased MS pipes from manufacturer.  We have deducted excise duty while making payment since Exemption certificate issued by the Dist.Collector.  Now the manufacture is asking us for refund of excise duty deducted as the Cenvat Credit reversed by them and duty paid to the Government.  Pl clarify
