Public Facilities: Public facilities are goods and services that are provided by the government or public authorities for the benefit of all people. Examples of public facilities include health care, education, sanitation, drinking water, electricity, roads, transport, etc. Public facilities are essential for improving the quality of life and well-being of people. They also contribute to economic growth and social development by enhancing productivity, efficiency, and equity. However, in many developing countries like India, there is a lack of adequate public facilities due to various reasons such as insufficient public spending, poor governance, corruption, etc. This leads to problems such as poor health outcomes, low literacy rates, environmental degradation, social exclusion, etc

One of the indicators of public facilities is the availability of safe drinking water. According to the World Health Organization (WHO), access to safe drinking water is a basic human right and a prerequisite for health and development. However, according to the Census 2011 data, only 32% of rural households in India have access to tap water from a treated source. The rest depend on sources such as wells, hand pumps, tanks, ponds, rivers, etc., which may be contaminated with harmful bacteria, chemicals, or pollutants. This poses a serious risk of water-borne diseases such as diarrhoea, cholera, typhoid, etc., which can cause dehydration, malnutrition, and even death.

Kerala is a state in India that has achieved high levels of public facilities compared to other states. Kerala has universal health care system that provides free or subsidized health services to all its citizens. It has also achieved high literacy rates (94%) and low infant mortality rates (10 per 1000 live births) by investing in education and primary health care.
