Zhou rulers were both kings and priests
Public officials were chosen with great care
They were
believed to be appointees of heaven
They were
examined in archery, horsemanship, calculations, writing, and music
But they
could be dismissed when their people did not prosper

This is a big idea. Even a ruler believed to be chosen by heaven could be removed if his people suffered .
- China was also the first to develop civil services through public examination .
