We know that

Force = Mass × Acceleration

 

Force will be 0 when acceleration is 0

i.e. when a body is moving with uniform velocity

 

And, there can be displacement if object is moving with uniform velocity.

 

Yes , there can be displacement in the absence of force when body is moving with uniform velocity.
