A substance which can neutralise an acid to form salt and water is called base

They have a sour taste.

They have a bitter taste and are soapy to touch.

They turn blue litmus red. 

They turn red litmus blue.

For Example - Acetic Acid,citric acid,hydrochloric acid etc.

For Example - Sodium hydroxide and Potassium hydroxide
