In the early Vedic period, the raja functioned mainly as a clan chief who led the group in warfare and protected its members. From the 6th century BCE onwards, rulers used titles such as raja, maharaja and samrat . Texts expected a king to protect subjects from external threats and internal disorder, administer justice, judge the strong and weak impartially, and work for the welfare of the people.

The king did not rule alone. The mantri-parishad , a council of elder statesmen, advised and supported him. It generally included the treasurer, chief tax collector, chief legal advisor and commander-in-chief .

Kautilya's Saptanga describes seven constituents of the state: swami (king), amatya (councillors, ministers and high officials), janapada (territory and population), durga (fortified towns and cities), kosha (treasury), danda (forces of defence and law and order), and mitra (allies).

Large territories were governed through provincial and local officers. Pradeshikas handled district-level judicial and administrative functions; district officers often consulted bankers, caravan leaders, artisans and scribes; and city governors handled revenue collection and law and order.
