Ideally if you should be registered from Harauana,it is better because it will be local sales for you and you can charge cgst and sgst on bill
However,if you are rergistered from Delhi also,still you can issue bill charging IGST
Only point is your customer should not have any problem receiving IGST Credit on invoice
