Why is AAA congruency not used?

Suppose we have two triangles,

Here,

  All the three angles of both triangle are equal,

But, sides are not equal

So, triangles are not congruent

i.e. ∆ABC ≇ ∆PQR

 

But,

    These triangles are similar
