Percentage of Some QuantityA percentage is a "rate," not a fixed amount. 25% means "25 out of every 100." If you have a huge bag of biscuits, 25% is a lot of sugar. If you have a tiny biscuit, 25% is very little sugar. You cannot compare percentages directly unless the "whole" (the total amount) is the same.
